REAUTHORIZATION OF TRADE ADJUSTMENT ASSISTANCE PROGRAM. (a) ASSISTANCE FOR WORKERS.—Section 245 of the Trade Act of 1974 (19 U.S.C. 2317) is amended by striking ‘‘October 1, 1998, and ending September 30, 2001,’’ each place it appears and inserting ‘‘October 1, 2001, and ending September 30, 2007,’’. The Trade Adjustment Assistance (TAA) Reform Act of 2002 created a tax credit that subsidizes the cost of private health insurance for certain Trade candidates. The U.S. Internal Revenue Service (IRS) is responsible for implementing this credit under the Health Coverage Tax Credit (HCTC) program. The Trade Adjustment Assistance for Farmers and Fishermen (TAA) as an amendment to Trade Act of 2002 (Public Law 107-210), was borne out of important necessities related to recent development in and the opening of international trade. The act is a price support strategy for farmers and fishermen, referred to as producers. The program has been reauthorized three times since 2009, first by the Trade and Globalization Adjustment Assistance Act (TGAAA) of 2009, and then by the Trade Adjustment Assistance Extension Act (TAAEA) in 2011. Authorization for TAAEA expired in December 2013, triggering a one-year reversion to the 2002 provisions of the law.
